José Antonio Delgado-Penín (Full Prof)

He obtained his degree in Telecommunications Engineering in 1968 from the Technical University of Madrid and his PhD in 1973 from the same university. He is Full Prof. of the Technical University of Catalonia (UPC), Barcelona, Spain since 1984. He actively contributed to several international research projects concerned with satellites systems (ESA) and the delivery of broadband communication services and other services via HAPS including FP5 HeliNet and FP6 CAPANINA and COST Action 297 -HAPCOS.He is the author of a number of books and journal papers and has been the leader in several projects funded by public and private entities. He has been Management Committee Member of EU' COST 297, and currently participates with the same role in COST-IC0905 and IC0902 related with Cognitive Radio. He was Chair of the IEEE Spain Section (2002-2007), and served as member of technical program committees of several conferences. He received a Third Millenium Medal from the IEEE in 2000 and several honours from Spain institutions. He is a Life Senior Member of IEEE (Communications and Education Societies) from 2007 and IEEE Life Affinity Chapter Chair of Spain from 2010.

Eduard Bertran (Full Prof)

Bertran i Albertí (IEEE Senior Member ’02) received the M.S. and Ph.D. degrees in telecommunications engineering from the Polytechnic University of Catalonia (UPC), Barcelona, Spain, in 1979 and 1985, respectively. He became a lecturer at UPC in 1980, and joined the department of Signal Theory and Communications (TSC) in 1987, where he is currently a full professor. He has been the head of studies of the TSC department and an associate dean in different telecommunications schools. He actively contributed to several international research projects and networks, concerned with PA linearization (Target NoE) and the delivery of broadband communication services and other services via HAPS including FP5 HeliNet and FP6 CAPANINA and COST Action 297 –HAPCOS .He is the author of a number of books and journal papers and has been the leader in several projects funded by public and private entities. He conducts research activities embedding control and communications aspects and Cognitive Radio and Software Defined Radio (SRD).
